Dr. Geraldine Spiteri Lucas currently serves as the Interim President of the Corporate Registers Forum (CRF), following the retirement of Ms. Louise Smyth. She also chairs the CRF’s Beneficial Ownership Working Group. In addition, she represents the European region on the Executive Committee of the CRF, an international network of registry authorities.

Dr. Spiteri Lucas is the Chief Executive Officer and Registrar of Companies and other Legal Persons at the Malta Business Registry (MBR). A lawyer by profession, she holds a Doctor of Laws (LL.D.) from the University of Malta and is licensed to practice before the Courts of Malta. She also earned a Master’s Degree in European Studies and Comparative Law, broadening her expertise in cross-border legal frameworks. Prior to her appointment as CEO, she headed the Legal and Enforcement Unit at the MBR, overseeing its legal and regulatory functions.

In addition to her international roles, she also serves as Chairperson of the National Foreign Direct Investment Screening Office in Malta. She is a visiting lecturer and a member of the Board of Examiners within the Department of Commercial Law at the University of Malta, contributing actively to legal education and academic development.
