Financial Services Commission of
Claude B.F. Haylock has served as Director General and Deputy Chairman of the Financial Services Commission (FSC) of Belize since September 1, 2017. In this capacity, he provides strategic leadership and oversight of Belize’s non-bank financial services sector, ensuring sound regulation and supervision. He also serves as Registrar of key legal entities, including companies and non-governmental organizations.
Mr. Haylock’s career spans senior leadership roles in financial regulation, diplomacy, and international development. He previously held executive positions at the Central Bank of The Bahamas and represented Belize as a senior diplomat, including serving as Advisor on Development and Economic Affairs to the President of the United Nations General Assembly.
With deep expertise in strategic management, corporate governance, and financial sector risk mitigation, Mr. Haylock has led major institutional reforms and policy initiatives that strengthen Belize’s financial system. A Belizean national, he holds degrees in international relations and public affairs, complemented by advanced professional training in financial regulation, supervision, and governance.
